Why are Web agencies always mistaken with IT firms?

Here’s the latest Spam CV in my inbox:

Dear Sirs,
I would like to apply for an Engineering position at your company.
I have chosen your company because of the international exposure, the variety of products and services your company provides and the continual innovations and new technologies your company is famous for.

I believe that I perfectly fit in your company as I already completed my studies in “Electrical Engineering” successfully and I got certificates in CCNA, CCNP BSCI and CCNP Attendance.
Furthermore I am working as a Field Engineer, Data communications and Network operations department at an internet services provider.

Don’t they read or find out about the website they e-mail?
